Office of Plans and Initiatives (PM/PI)

The Office of Plans and Initiatives (PM/PI) is the principal office within the Department of State providing policy recommendations on cross-cutting political-military issues. PM/PI integrates strategic approaches with programmatic support to promote international cooperation on a broad range of global security issues.

The PM/PI office comprises four Divisions: Plans and Policy, Peace Operations Capacity Building, Maritime Security, and Initiatives:

  • The Plans and Policy Division strengthens and institutionalizes planning and policy collaboration between the Departments of State and Defense, and with other partners to generate unity of effort in political-military and security sector affairs.
  • The Peace Operations Capacity Building Division contributes to peace and stability in post-conflict zones throughout Africa and worldwide by managing two programs that build the capacity of over 65 partner countries to deploy pivotal peacekeeping and peace enforcement capabilities.
  • The Maritime Security Division improves capabilities, synchronizes policy and strategy, establishes tools and resources, and manages information to enhance maritime security in countries and regions of vital importance to U.S. foreign policy.
  • The Initiatives Division considers and addresses evolving political-military issues. This especially includes efforts to develop and implement Women, Peace, and Security (WPS) policies that lead to gender inclusiveness in the security forces of partner countries and mitigate sexual violence in conflict zones.
