By law, the Secretary of State is responsible for compiling, editing, indexing, and publishing all international agreements to which the United States is a party (1 U.S.C. § 112a). The Treaty Office, acting in accordance with authority delegated to it by the Secretary, makes publicly available through its website such published agreements not later than 180 days after the date on which the treaty or agreement enters into force.

The law further provides that these publications, “shall be legal evidence of the treaties, international agreements other than treaties, and proclamations by the President of such treaties and agreements, therein contained, in all the courts of the United States, the several States, and the Territories and insular possessions of the United States.”

The Secretary of State may determine that publication of certain categories of agreements is not required, if certain criteria specified in 1 U.S.C. § 112a(b) are met.

Published agreements are arranged by year (seen at left) and published in order of entry into force. The final, executed English-language original of the agreement and certain other key documents are published in a text-searchable PDF. Foreign-language originals are scanned as image files.

The first TIAS publications were a series of consecutively numbered, individually paginated pamphlets containing the texts of agreements in English and any other official languages of the agreement. After appearing in TIAS in “slip” form, U.S. treaties and international agreements were later published in bound volumes titled “United States Treaties and Other International Agreements (UST).” The Government Printing Office (GPO) no longer publishes the TIAS and UST in print version.
