Coordinator Christopher Painter will lead the U.S. delegation to the third annual U.S.-EU Cyber Dialogue on Friday, December 16, 2016 in Brussels, Belgium. The Dialogue will reinforce further cooperation on cyber issues while emphasizing recent policy developments in cyberspace. The agenda for the Dialogue includes discussions on international security in cyberspace; developments related to Internet governance, human rights online, and the recent G20 and G7 meetings; capacity building in developing countries; cybercrime; and bolstering cyber resilience in the United States and European Union member states.

The United States and the European Union closely coordinate on cyber-related issues bilaterally, in multilateral and multi-stakeholder fora. This cooperation is founded on shared values: interest in an open and interoperable Internet; commitment to a multi-stakeholder approach to Internet governance and Internet freedom; and shared commitment to countering cyber threats and pursuing international security. International cyberspace developments are central to broader foreign and security policy; and are key elements of the strategic partnership.

The United States and the European Union jointly issued statements on key elements of the dialogues in 2015 (Washington, DC) and in 2014 (Brussels), highlighting areas of alignment on these key cyber foreign policy issues.

U.S. participants will include officials from the Departments of State, Justice, and Commerce. The European External Action Service (EEAS) will lead the dialogue from the European Union, and participants will consist of officials from the EEAS, the European Commission, and E.U. member states. Officials will also engage in several stakeholder events with representatives of industry associations, think tanks, academia, and civil society organizations.
