The following is attributable to Spokesperson John Kirby:

Secretary Kerry met today on the margins of the Munich Security Conference with Russian Foreign Minister Lavrov.

During a brief discussion, the two ministers went over plans for the organization and essential tasks of the task force charged to develop modalities for a cessation of hostilities in Syria.

They also ‎briefly discussed the establishment and organization of the UN task force to coordinate humanitarian aid and initial steps taken by the UN to prepare for that delivery in coming days, in accordance with the communique issued here by the International Syria Support Group.

Both ministers agreed on the need for that aid to begin flowing as rapidly as possible to those besieged communities identified by the UN as most in need: ‎Deir Ez Zour, Fouah, Kafrayah, and the besieged areas of Rural Damascus, such as Madaya, Mouadhimiyeh, and ‎Kafr Batna‎.
