In February 2011, Secretary Clinton launched “The Strategic Dialogue with Civil Society” to elevate the Department’s engagement with actors beyond the state. Through five working groups, senior officials from the State Department and White House are working with civil society leaders from around the world on a continuing basis to develop a common agenda on issues such as democracy and human rights, religion and foreign policy, empowering women, labor, and governance and transparency.

The Committee serves the United States government in an advisory capacity concerning engagement with and protection of civil society worldwide. Its functions include providing information and advice on the effective integration of civil society into the United States’ overall foreign policy and providing advice on the Department of State’s role in advancing, promoting, and protecting freedoms of association and expression.
