2014 Lesbian, Gay, Bisexual, and Transgender Pride Month: Jeffrey Miller
Jeffrey Miller is acting Director of HR’s Office of Resource Management and Organizational Analysis, responsible for managing the Department’s full-time employee (FTE) positions, conducting organizational reviews, occupational studies, and providing worldwide classification services for all Foreign Service (FS) overseas positions. The office also provides Department principals with analyses of the Department’s workforce statistics, positions, attrition rates, and makes recommendations to the Director General on employee intake (hires), promotions, and new FTE justifications.
He began his career with the Department in 1980, and has worked domestically and overseas for various federal agencies including the Office of Federal Aviation Security, U.S. Office of Personnel Management, and the National Credit Union Administration. As an senior executive series (SES) CDP graduate, he was recently certified by OPM’s Qualifications Review Board as qualified for noncompetitive appointment to any federal SES position. The HR Certification Institute (HRCI) also recently recertified Jeffrey as a Senior HR Professional. With these experiences and qualifications, he is hopeful that he will be permanently selected for the HR/RMA Officer Director position he’s been acting in since July 2013.
Jeffrey is a native Washingtonian. He has a good sense of humor and when asked how far he’s come in his lifetime, he usually says, “about 4 blocks!” Jeffrey comes from a FS background, as his father worked for the Office of Strategic Services (OSS) and the Department during the 1940’s – 1970’s. Jeffrey loves foreign languages. He is accomplished in Spanish, German, and Portuguese, and has dabbled in Romanian, Russian, and French. He’s spent significant time working overseas in WHA, EUR, AF, EAP, and SCA. He is a graduate and alumnus of the University of Virginia and the George Washington University where he majored in foreign affairs and public administration. He loves working at the Department and some of his fondest memories are his assignment in the OIG’s Office of Security Oversight, during the Cold War – where he witnessed dismantlement of the East Bloc and tearing down of the Berlin Wall.
Jeffrey spends his spare time caring for his 94-year-old father, visiting with family and friends, hiking, volunteering for the Whitman Walker Clinic, kayaking, canoeing, working out at the gym, and reading. He has been in a long-term relationship for 35 years and is getting married in June of 2014. A number of their friends have said, “It’s about time you got married!” However, they say “we like to take things slowly – we’ve only known each other 35 years.”
