Biography

Alicia Frechette
Executive Director of the Office of the Legal Adviser and Bureau of Legislative Affairs
Term of Appointment: 01/11/2016 to present

Ms. Frechette serves as the Executive Director of the Office of the Legal Adviser and Bureau of Legislative Affairs (L-H/EX). She has over eight years of executive-level experience and leads a joint executive office with a staff of 42. Her office is responsible for providing the full range of advisory, management and administrative services to over 400 Civil Service, Foreign Service and contract personnel in both bureaus.

Ms. Frechette joined the Department of State in 1989. Her previous assignments include Personnel Management Specialist in the Bureau of Administration (A); SES Program Manager in the Bureau of Human Resources (HR), where she supported the Executive Resources Board, Senior Executive Service recruitment, political appointments and Civil Service performance management; Chief, Personnel Management Division, in the A Bureau, where she oversaw the provision of delegated HR services including recruitment, classification, staffing, performance management and recognition, position management, employee relations, and training and development for over 1,000 Foreign Service, Civil Service, Wage Grade and contract personnel. In 2001, Ms. Frechette became the Deputy Executive Director of the Legal Office and in 2008 became the Executive Director. Ms. Frechette serves on a number of Departmental boards and advisory groups.

Ms. Frechette is a graduate of the University of Maryland, College Park and holds a B.A. in English.
