Richard Albright joined the State Department’s Near Eastern Affairs Bureau as Deputy Assistant Secretary and Coordinator for Foreign Assistance in April 2016. He oversees the coordination of U.S. foreign assistance to the Middle East and North Africa, which totals over seven billion dollars annually, ensuring that programs effectively advance U.S. policy priorities.

Richard Albright has managed a wide range of economic policy, development, humanitarian and security issues across assignments in the Middle East, South Asia, Europe and Washington. As Foreign Policy Advisor to the Chief of Naval Operations, Albright ensured close coordination between the State Department and the U.S. Navy on key political and security issues. Albright served as Coordinator for Civilian Assistance at the U.S. Embassy in Islamabad from 2011-2013, where he provided policy direction for nearly $1 billion in annual development and law enforcement assistance programs implemented by USAID, State and other agencies.

As Economic Minister Counselor at the U.S. Embassy in London from 2009-2011, Albright led the Economic and Environment, Science and Technology Sections and USG economic agencies in advancing economic interests with our largest trade and investment partner. At the U.S. Embassy in Baghdad from May 2008 to May 2009, he directed U.S. humanitarian assistance programs in Iraq and launched new refugee resettlement and special immigrant visa programs for Iraqis who faced danger resulting from their work for the United States. As Director of the Office of Assistance for Asia and the Near East in the Bureau of Population, Refugees and Migration from 2005 to 2008, he directed a 10 person team and $300 million budget in addressing the humanitarian needs of refugees, IDPs and conflict victims.

Albright served as Deputy Chief of Mission in Abu Dhabi, Economic/Political Counselor at Embassy Cairo, energy officer in Riyadh and desk officer for Algeria in the Department of State. He covered energy, sanctions and transport issues at Embassy Paris and coordinated economic policy issues for the Middle East and South Asia as Special Assistant to the Under Secretary for Economic, Business and Agricultural Affairs.

He is a member of the Senior Foreign Service and is the recipient of Superior and Meritorious Honor awards. His languages are Arabic, French, German, and Polish. Mr. Albright holds a BA in political science from the University of Chicago and MA from the Johns Hopkins University School of Advanced International Studies.
