Christopher H. Flaggs

Christopher H. Flaggs became Comptroller on November 25, 2014.

Previously he held the position of Deputy Chief Financial Officer (DCFO). As DCFO, he managed the directorates that produce the Department’s Five-Year Financial Plan, its Annual Financial Statements, and its financial policy. Mr. Flaggs serves the Department’s Assistant Secretary for Resource Management and Chief Financial Officer on all matters relating to financial management systems in the Department's worldwide activities. He provides technical and policy advice on all issues related to the CFO’s Act and other key financial management legislation.

From May 2000 to April 2003, Mr. Flaggs served as Managing Director for Financial Policy, Reporting, and Analysis. As head of this newly established organization, Mr. Flaggs developed and issued Department of State financial policy, the Department’s 5-Year Financial Management Plan, established Department-wide financial management data and reporting requirements, and produced the Department’s Annual Financial Statements.

From August 1992 to May, 2000 Mr. Flaggs served as Managing Director for Domestic Financial Services. As Managing Director, of that office, he directed the wide range of fiscal services provided by domestic financial operations including travel and transportation payments, vendor payments, accounts receivable, cashier services, American payroll services, Foreign Service Retirement annuity payments, Department wide financial reporting (including annual Department wide audited financial statements), implementation of accounting standards and procedures, and day-to-day operations for the Department’s primary accounting system (CFMS) and American payroll system (CAPPS).

Mr. Flaggs served as Assistant Director for Financial Management at the Office of Personnel Management (OPM) from 1988 to 1992. As Assistant Director, he was responsible for financial policy, financial systems and financial operations, and served as OPM’s representative to the Chief Financial Officer’s Council. Prior to this, Mr. Flaggs served in various capacities as an accountant with the General Services Administration, The Department of the Treasury, the Department of Energy, and OPM.

Mr. Flaggs received a B.S. Degree from the University of Maryland where he majored in Accounting. He holds a CPA certificate in Maryland. Mr. Flaggs has received various awards from the agencies he has served in, and is the recipient of the OPM Director's Awards for the Meritorious and Distinguished Service, the Department of State's Equal Employment Opportunity Award, and the Presidential Rank Award for Meritorious Executives.
