"The time for action by Iran is now. There is no lack of clarity on what steps Iran has to take. There is no debate over requirements that it has to meet. And Iran has the capability and the ability to respond to the concerns that it has heard raised by the board of governors over the past 10 years."

"The time and place for a diplomatic solution are here and now. There is no cause for further delay, there is no role for deception or denial. And there is every opportunity to address these concerns in a diplomatic setting here in Vienna."

"Dialogue for the sake of dialogue is by its nature unproductive. And since this has to be a productive process, if it is not and cannot be, then some adjustment might have to be made. That's a consideration for the board to address in its regular meetings but also as an ongoing process. And I think that you will see and hear that taking place over the next several months."
