U.S. assistance to Tajikistan is focused on strengthening security and stability; increasing broad-based economic and social prosperity; and strengthening governance and the rule of law. Primary areas of engagement include: improving the capacity and professionalism of law enforcement; improving economic growth; increasing quality of social services; increasing outreach via business, civil society partnerships and public diplomacy; enhancing regional cooperation on energy and water; and enhancing the bilateral security relationship with the United States. The United States also seeks to improve Tajikistan’s ability to deter transnational threats and participate in regional trade.

• U.S. assistance supports the development of democratic institutions in Tajikistan, addressing issues such as media development and management, gender, and youth initiatives. Funding helps improve local governance and service delivery in 20 municipalities throughout the country, and U.S. programs help strengthen local governance, accountability, and fiscal decentralization through policy reform.

• U.S. assistance improves the legal and regulatory environment for civil society, including nongovernmental organizations (NGOs) and strengthens media outlets’ capacity to provide objective news and information.

• U.S.-funded programs support improved administration of justice by improving legal education, establishing a system of quality legal defense for the poor, and monitoring enforcement of national law and international agreements.

Strengthen security and stability in Tajikistan and on its borders contributing to regional security, stability, and cooperation.

• The U.S. funds professional military education courses at basic, intermediate, and advanced (e.g., National Defense University) levels to promote democratic values and human rights, strengthen civil-military relationships, and build a national operational-strategic level planning cadre.

• U.S. funding supports reform of the police force through training and community policing partnership teams, thereby strengthening law enforcement’s ability to combat and prevent crime while still observing human rights.

• U.S. assistance helps support and train counter-narcotics forces to investigate significant trafficking networks, and supports efforts to reduce trafficking-in-persons in Tajikistan through work with law enforcement.

• U.S. support develops the national capacity of the Tajikistan Small Arms and Light Weapons, Conventional Ammunition and Humanitarian Demining programs to identify, secure, and destroy excess and unserviceable weapons and weapon systems; and to train, equip, and deploy manual demining teams along the shared Tajik-Afghan border region.

Increase relationships and trust between the U.S. and broad segments of Tajik society.

• U.S. assistance provides professional study tours and U.S.-based training for Tajik business leaders to enhance private-sector competitiveness, including site visits and meetings with leading U.S. companies and organizations.

• The U.S. awards small grants to organizations whose members may include alumni of U.S. government-funded exchange programs, or to individual alumni of U.S. government-funded exchange programs, for activities that support democratic and economic reforms.

Increase broad-based economic and social prosperity in Tajikistan that contributes to regional stability.

• U.S. assistance supports the efforts of the Government of Tajikistan to refine and implement a country-led comprehensive food security strategy to reduce hunger and increase economic growth through market-led agricultural development. These strategies aim to reduce hunger, improve nutrition, and promote broad-based economic growth through agricultural development.

• U.S. assistance for basic education strengthens the building blocks necessary for the development of solid reading skills, forming the basis for higher-order thinking and comprehension and life-long skills acquisition.

• The United States supports the Government of Tajikistan’s fight against tuberculosis (TB) and HIV by helping to improve access to universal treatment and by strengthening the health system through improved diagnostics and infection prevention.
