Assistance Goals: The United States (U.S.) supports efforts by the Kyrgyz Republic to strengthen its economic development with a transparent government. U.S. Government (USG) assistance supports the reforms necessary to develop democratic institutions and create greater economic opportunity.

Areas of Focus (Foreign Operations Appropriated Assistance):

Peace and Security (PS): FY 2007: $3.9M; Est. FY 2008: $6.2M

  • Improve the professionalism of the Kyrgyz Traffic Police and increase the transparency of the law-enforcement departments;
  • Build the capacity of the Kyrgyz Armed Forces and increase interoperability with Western defense forces;
  • Combat transnational crime, human trafficking and drug smuggling.

Governing Justly and Democratically (GJD) FY 2007: $9.8M; Est. FY 2008: $10.8M

  • Improve the environment for human rights work, increase civic advocacy and strengthen independent analysis to expand the debate on human rights;
  • Increase access to objective information through television and the Internet;
  • Strengthen citizens' abilities to work with their local governments to address community priorities;
  • In addition to Foreign Operations Assistance, during FY 2008 and FY 2009, the Millennium Challenge Account threshold program, valued at $16M, will support anti-corruption efforts and strengthen the rule of law.***

Investing in People (IIP): FY 2007: $5.6M; Est. FY 2008: $4.5M

  • Improve HIV/AIDS and tuberculosis care by supporting physician training, improving diagnosis and treatment protocols;
  • Support primary health care system reforms to provide higher quality care;
  • Increase public access to family planning and reproductive health care;
  • Work to improve the quality and relevance of basic education and support the development of the American University of Central Asia.

Economic Growth (EG): FY 2007: $11.8M; Est. FY 2008: $8.3M

  • Support the economic foundation for macroeconomic growth by building the Ministry of Finance’s institutional capacity;
  • Encourage private sector competitiveness and an open business environment;
  • Facilitate Kyrgyz participation in a regional electricity and energy market;
  • Improve agricultural productivity by using a value chain approach;
  • Support microcredit access to small businesses.

Humanitarian Assistance (HA): FY 2007: $0.75M; Est. FY 2008: $0.70M

  • In FY 2007, the USG provided medical supplies and donated food and other supplies valued at $32.6M to the most vulnerable populations of the Kyrgyz Republic.

Recent Successes:

  • The Kyrgyz Drug Control Agency seized over 700 kilograms of drugs, including 135 kilograms of opium and heroin;
  • Commercial bank deposits increased by 45% from 2006 to 2007;
  • 275 village health committees formed to improve the quality of health care in their communities.
