CANDIDATE: Anne S. Casper

Anne S. Casper, a career member of the Senior Foreign Service, class of Minister-Counselor, currently serves as Acting Director of Partnerships in the Global Engagement Center (GEC) at the Department of State, a position she has held since April 2016, following her 2015 assignment as Senior Advisor in the Center for Strategic Counterterrorism Communications, the GEC’s predecessor. With 23 years in the Foreign Service and having served as Principal Officer in Jeddah, Saudi Arabia (2012-2014) and Deputy Chief of Mission in Kigali, Rwanda (2009-2012), Ms. Casper has strong leadership and management skills as well as extensive experience engaging foreign governments, supporting economic and civil society development, and handling security issues, making her well qualified to lead the U.S. Mission in Burundi.

Previously, Ms. Casper served as Deputy Assistant Secretary in the Bureau of Public Affairs (2014-2015), Public Affairs Counselor at U.S. Embassy Bangkok, Thailand (2006-2009), in the Department as Arabic Media Liaison Officer in the Bureau of Near Eastern Affairs (2002-2004), and as Counterterrorism Policy Officer in the Office of the Coordinator for Counterterrorism (2001-2002). Her earlier Foreign Service assignments included serving as Political-Military Officer at U.S. Embassy Tirana, Albania, Deputy Public Affairs Officer at U.S. Consulate General Jerusalem, and Cultural Affairs Officer at U.S. Embassy Damascus, Syria.

Ms. Casper earned a B.A. from Tufts University in 1987 (summa cum laude), an M.A. from the Johns Hopkins University School of Advanced International Studies in 1992, and an M.S. from the National War College in 2005. She has received numerous Department performance awards, and speaks Arabic, French, Kinyarwanda, Thai, and Hebrew. She has studied the language and culture of every country in which she has served.
