CANDIDATE: Douglas A. Silliman

Ambassador Silliman, a career member of the Senior Foreign Service, class of Minister-Counselor, currently serves as U.S. Ambassador to Kuwait, a position he has held since 2014. A former Deputy Chief of Mission in Iraq and Turkey, Ambassador Silliman has the regional background and broad range of policy skills, especially in the area of security, policy coordination and advocacy, post management and morale, and economic and commercial development, all developed in a range of difficult and challenging assignments, that make him an excellent candidate to serve as U.S. Ambassador to Iraq.

Previously, Ambassador Silliman was a Senior Advisor in the Bureau of Near Eastern Affairs (2013-2014) and Deputy Chief of Mission at U.S. Embassy Baghdad, Iraq (2012- 2013). He also served as Minister-Counselor for Political Affairs in Baghdad (2011-2012), and Deputy Chief of Mission at U.S. Embassy Ankara, Turkey (2008-2011). Before that, Mr. Silliman served as Deputy Director and then Director in the Department’s Office of Southern European Affairs (2004-2007), and Political Counselor at the U.S. Embassy Amman, Jordan (2000-2004). His previous assignments in the Department of State include Regional Officer for the Middle East in the Office of the Coordinator for Counterterrorism, Desk Officer in the Office of Soviet Union Affairs, Lebanon Desk Officer and Staff Assistant to the Assistant Secretary for Near Eastern and South Asian Affairs. His overseas assignments with the Department of State also included Political Officer in Islamabad, Pakistan, Political Officer in Tunis, Tunisia, and Visa Officer in Port-au-Prince, Haiti. He joined the Foreign Service in 1984.

He received a B.A. from Baylor University and an M.A. from the George Washington University, and has won numerous Department of State performance awards. His languages are Arabic and French.
