The Bureau of International Narcotics and Law Enforcement Affairs, or INL, was established over 35 years ago to fight illegal drugs abroad before they reach U.S. shores.  

While that is still key to our mission, today we make Americans safer by targeting broader threats, such as transnational criminal organizations, the trafficking of people, contraband, and wildlife, cybercrime and money laundering.  We also work to strengthen countries’ ability to investigate, find, and prosecute those who violate the law.   

We work to improve security for Americans – and for people around the world – by making global anti-crime efforts fair, effective, and coordinated.  We work to our motto —“Security Through Justice”.

With an annual budget of $1.2 billion, INL works in over 90 countries, from Mexico and Kenya to Ukraine and the Philippines.  

We develop ground-breaking drug treatment standards, stop wildlife trafficking in Africa and Asia, and fight corruption in Eastern Europe.  We counter illegal narcotics in Latin America, shelter domestic violence victims in Afghanistan, and reduce gang violence in Central America.  

We work with many people to deliver this assistance.  We provide grants to nongovernmental organizations to implement our programs in local communities abroad.  We tap not only federal expertise, but also that of U.S. state and local judges, police, prosecutors, and public defenders, and corrections officers from across America.  INL works with 110 such partners to train, advise, and equip government and civil society institutions abroad.  All of this builds effective, accountable, and transparent criminal justice institutions to fight global crime.

We also work with multilateral organizations like the United Nations and the Organization of American States to build international cooperation to better fight crime and advocate for justice around the globe.
