The New York Declaration of the Coalition to Secure an Ambitious HFC Amendment

Recognizing that no challenge poses a greater threat to future generations than climate change, we strongly support the adoption of an ambitious hydrofluorocarbon (HFC) phasedown amendment at the upcoming October 2016 Meeting of the Parties to the Montreal Protocol in Rwanda that includes an early first reduction step for non-Article 5 parties, an early freeze date for Article 5 parties, and an ambitious phasedown schedule for all parties.

Such an amendment is one of the most significant steps the world can take right now to deliver on the goals of the Paris Agreement. HFCs are extremely potent greenhouse gases and an amendment to the Montreal Protocol to phase down HFCs could avoid up to 0.5°C of warming by the end of the century. Adopting an amendment would build on progress made earlier this year at negotiating sessions in Geneva and Vienna and achieve the political goal set out in the November 2015 Dubai Pathway.

This statement is supported by the United States, the Africa Group, the European Union, Pacific Island Countries, Argentina, Australia, Canada, Chile, Colombia, El Salvador, Grenada, Haiti, Jamaica, Japan, Mexico, New Zealand, Norway, the Republic of Korea, Switzerland, and Uruguay collectively representing over 105 countries.
