A. SATÉLITES 1. Coordinación de redes de satélite de conformidad con el Reglamento de Radiocomunicaciones de la Unión Internacional de Telecomunicaciones (UIT) y los Acuerdos existentes entre las Administraciones. a. Redes para el Servicio Fijo por Satélite; b. Redes para el Servicio Móvil por Satélite, y c. Redes para los Servicios de Radiodifusión por Satélite. | A. SATELLITES 1. Coordination of satellite networks in accordance with International Telecommunication Union (ITU) Radio Regulations and existing Agreements between both Administrations. a. Networks for Fixed Satellite Services; b. Networks for Mobile Satellite Services; and c. Networks for Broadcasting Satellite Services. |
B. RADIODIFUSIÓN 1. Iniciar las discusiones para la exploración de un Nuevo Acuerdo marco para servicios de televisión. 2. Casos de interferencia a. Continuar los esfuerzos para resolver los casos de interferencias perjudiciales con la intención de eliminarlas, incluyendo el tratamiento por la Comisión Mixta Encargada de Resolver Asuntos de Radiointerferencia (CMERAR). 3. Radio AM Finalizar la verificación de la base de datos de las estaciones de AM en la banda de 535 a 1605 kHz conforme al programa que las Partes aprueben. 4. Televisión a. Iniciar discusiones para la preparación de un nuevo acuerdo sobre televisión en las bandas de VHF y UHF, que contemple: i. Los criterios técnicos que deben ser considerados para atender las solicitudes de coordinación de estaciones de televisión especialmente negociadas, incluidas las estaciones de televisión de baja potencia (TVBP), en una zona o zonas de coordinación a lo largo de la frontera común, y ii. Los criterios técnicos que deben ser considerados para la protección de las estaciones de televisión en canales 6, de la operación de algunas estaciones de radio en FM a lo largo de la frontera común. b. Intercambiar puntos de vista sobre la posibilidad, si fuese necesario, de que los Estados Unidos y México busquen facilitar los ajustes a los canales que permitan completar el despeje del servicio de televisión analógica de la banda de 700 MHz.5. Radio Digital Continuar el intercambio y examen de información sobre la introducción de la radiodifusión sonora digital terrenal, con miras al establecimiento de los criterios técnicos que permitan el desarrollo óptimo y eficiente de los servicios de radiodifusión analógicos y digitales, en una zona o zonas de coordinación a lo largo de la frontera común, con el propósito de elaborar el instrumento que mejor satisfaga las necesidades de ambas Administraciones, así como para eliminar las presuntas interferencias perjudiciales que se vienen presentando a las estaciones de radio mexicanas, supuestamente por la operación temporal de estaciones estadounidenses del sistema IBOC. 6. DARS Continuar el intercambio y examen de la información sobre el desarrollo de este servicio, en cumplimiento del Acuerdo Bilateral suscrito el 24 de julio del 2000. Revisión de ese Acuerdo con el propósito de explorar las bases para considerar enmiendas para facilitar la operación de la siguiente generación de satélites de DARS. | B. BROADCASTING 1. Begin a discussion on exploring a new framework Agreement for television services. 2. Interference cases a. Continue efforts to resolve cases of harmful interference with the aim of eliminating them, including treatment by the Joint Commission on Resolution of Radio Interference (CMERAR). 3. AM Radio Finalize the verification of the database of AM stations in the 535-1605 kHz band in accordance with the program that both Parties approve. 4. Television a. Begin the discussions for the development of a new agreement for television broadcasting in the VHF and UHF bands that contemplates: i. The technical criteria that must be considered to carry out the coordination request for specially negotiated television stations including low power television in one or several coordination zones along the common border; and ii. The technical criteria that must be considered to protect television stations operating on channel 6 from the operation of some radio FM stations along the common border. b. Exchange points of view on the possibility that, if needed, the United States and Mexico will seek to facilitate the adjustment of channels in completing the clearing of analog television stations in the 700 MHz band. 5. Digital Radio Continue to exchange and examine information on the introduction of terrestrial digital sound broadcasting, in order to establish the technical criteria that would permit the optimum and efficient development of analog and digital radio broadcasting, in a coordination zone or zones along the common border, both for the purpose of developing an instrument that best satisfies the needs of both Administrations as well as to eliminate claimed harmful interference to Mexican radio stations allegedly caused by the temporary operation of U.S. stations using the IBOC system. 6. DARS Continue to exchange and examine information regarding the development of this service, in order to carry out the provisions of the Bilateral Agreement signed July 24, 2000. Review that Agreement for the purpose of exploring the basis for considering amendments to facilitate the operation of the next generation DARS satellites. |
C. RADIOCOMUNICACIONES 4. Consideración del establecimiento de uno o más protocolos sobre el uso coordinado de las bandas de frecuencias de 148 a 174 MHz y 450 a 470 MHz, o partes de éstas, reconociendo los diferentes tipos de servicios en cada país y, donde fuese aplicable, el incremento o reducción del ancho de banda de los canales para hacer lo más eficiente posible el uso del espectro disponible. | C. RADIOCOMMUNICATION 1. Implementation of the Memorandum of Understanding (MOU) on the Use of Radio Frequencies for Emergencies. a. Shut-down of stations not conforming to the MOU that cause harmful interference to conforming stations on protected frequencies during actual emergencies in accordance with the Emergency Action Plan adopted by HLCC on June 24, 2004. b. No further authorization of non-emergency stations on protected frequencies after December 9, 1998. c. Cooperation in the search for alternative frequencies to which users authorized prior to December 10, 1998, and currently assigned to emergency frequencies, may be moved. d. Identification of stations that require either modification of their parameters of operations or replacement of frequencies. e. Identification and close-down of unauthorized stations on a continuing basis. 2. Explore the possibility of a new protocol to replace the existing agreement for the 2500-2686 MHz band for the purpose of establishing the basis for considering, if appropriate, the treatment of the mobile services (e.g. advanced wireless services), and the inclusion of the 2686-2690 MHz frequency sub-band.3. Exchange of information regarding communication services and applications in the 420-450 MHz band. 4. Consideration of establishing one or more protocols for the coordinated use of the 148-174 MHz and 450-470 MHz bands or portions thereof, recognizing the different types of services offered in each country, and where applicable, increasing or reducing the bandwidth of channels in order to optimize the use of the available spectrum. 5. Continue negotiating terms of the definitive protocol for the shared use of the 380-399.9 MHz band. 6. Discussion of amendment of the Protocol for 806-824/851-869 MHz and 896-901/935-940 MHz bands for the purpose of reconfiguring the 800 MHz band to improve public safety communications. 7. Discussion of amendment of the Protocol covering the 1850-1990 MHz band for the purpose of modifying the allocation of the 1910-1915 MHz sub-band from low power to full power use, and adding the sub-band 1990-1995 MHz. The sub-band 1915-1920 MHz may be reallocated to the advanced wireless services. 8. Continue negotiating the terms of a protocol to implement the Maritime Automatic Identification System (AIS) on the radio frequency 162.0250 MHz in both the United States and Mexico. 9. Discussion of the amendment of the Protocol for the 849-851 MHz and 894-896 MHz bands for the purpose of reconfiguring the 800 MHz air-to-ground radiocommunication service to include broadband Internet access and to provide a transition for the existing narrowband voice service. 10. Exchange of information on the communications services and applications in the 3300-3650 MHz band. 11. Exploration of the basis for considering an instrument for radiocommunicaton services in the 3650-3700 MHz band. 12. Exploration of the basis for considering an instrument for the Miscellaneous Wireless Communications Services in the 1390-1392 MHz band and the paired bands 1392-1395 MHz and 1432-1435 MHz. 13. Exchange of information on the co-existence of the Mobile Satellite Services in Mexico and the Miscellaneous Wireless Communications Service in the United States in the 1668-1675 MHz band. 14. Continue negotiations regarding the 700 MHz band and review the November 2006 Protocol for the purpose of amending it to accommodate public safety use and broadband applications in the sub-bands 764-776 MHz and 794-806 MHz (TV Channels 63-64 and 68-69). 15. Explore the basis for a new instrument or instruments that support cross border interoperability, for state, local and similar public safety services, including reciprocal operation of mobile and portable stations. 16. Joint implementation of the HLCC Action Plan for Improving and Expanding Cross Border Security Communications in the common border area. 17. Cases of harmful interference a. Resolve specific cases of harmful interference, while ensuring compliance with bilateral and multilateral agreements signed by both parties, with the participation of the Joint Commission on Resolution of Radio Interference (CMERAR), when necessary. b. Resolve specific cases of interference or make recommendations to assist in resolving cases of interference presented by CMERAR. |

Intercambio de experiencias y puntos de vista relativos al “mercado gris” en ambos lados de la frontera, lo que incluye receptores de satélite, servicios de telefonía celular y sistemas con concentración de enlaces no autorizados. 2. Intercambio de información acerca de las actividades del Grupo de Tarea Sobre Planificación de los Servicios de Comunicaciones, especialmente lo relativo a la introducción de nuevos servicios y nuevas tecnologías de comunicación. b. Infraestructura de la Banda Ancha y competencia. 3. Seguimiento para asegurar la continuidad del trámite de coordinación para la autorización de licencias para los enlaces privados transfronterizos de microondas punto a punto, como sea necesario. | E. OTHER TELECOMMUNICATIONS MATTERS 1. Unauthorized cross-border traffic. Exchange of experiences and perspectives regarding the “gray market” on both sides of the border, including unauthorized satellite receivers, cellular telephony services and trunked systems. 2. Exchange of information concerning the activities of the Task Group on Planning Communication Services, especially regarding the introduction of new services and new communications technologies. a. Implementation of wireless access systems (WiFi and WiMAX, CDMA 2000 EV-DO and UMTS/HSDPA). b. Broadband infrastructure and competition. c. Other new technologies and services. d. Issues concerning cross-border traffic, including payment mechanisms and charges for termination on mobile networks and on the Internet. 3. Follow-up to ensure continuity of the coordination procedure for the authorization of licenses for private point-to-point microwave cross-border links as necessary. |
