List Required by Section 221 of the Iran Threat Reduction and Syria Human Rights Act of 2012

The following list is being published by the Department of State pursuant to the requirements of Section 221 of the Iran Threat Reduction and Syria Human Rights Act (TRA) of 2012, which requires the President to publish a list of each individual determined to be:

(1) a senior official of the Government of Iran described in subsection (b) of Section 221 of TRA that is involved in Iran’s:

(A) illicit nuclear activities or proliferation of weapons of mass destruction or delivery systems for weapons of mass destruction;

(B) support for international terrorism; or

(C) commission of serious human rights abuses against citizens of Iran or their family members; or

(2) a family member of such an official.

The President has delegated this determination to the Secretary of State, in consultation with the Secretary of the Treasury. The Secretary has determined that the following individuals meet the criteria for inclusion on the TRA 221 list:

  1. AbdollahAraghi, Deputy Commander of IRGC Ground Forces
  2. Ali Fadavi, Commander of IRGC Navy
  3. Hassan Firouzabadi, Chairman of the Joint Chiefs of Staff
  4. Mohammad Ali Jafari-Najafabadi, IRGC Commander
  5. Isma’il Ahmadi Moghaddam, Commander of the Law Enforcement Forces
  6. Qolam-Hossein Mohseni-Ejei, Prosecutor-General of Iran
  7. Mohammad Reza Naqdi, Basij Commander
  8. Ahmad-Reza Radan, Deputy Chief of Iran’s National Police
  9. Hossein Salami, IRGC Deputy Commander
  10. QassemSoleimani, Commander of IRGC Qods Force
  11. Hossein Taeb, IRGC Commander for Intelligence

Pursuant to Section 221(a) of TRA, the Department of State will update this list annually.
